Beyond that, they point in very different directions: Portugal offers a path toward EU permanent residency and, eventually, citizenship; the UAE offers a tax-efficient Gulf base with long-term visa security. Choosing between them depends on which outcome you actually need.

This guide covers the real differences in investment options, physical presence requirements, processing timelines, family rights, tax exposure, costs, and the citizenship question. Where the two programmes genuinely overlap, we say so. Where one is clearly better for a specific investor profile, we say that too.

What Each Programme Is

Portugal Golden Visa (ARI) is a residence by investment scheme that grants a renewable residence permit and, after five years of legal residence, the right to apply for permanent residency. Citizenship is available under a separate naturalisation process with its own requirements.

UAE Golden Visa is a 10-year renewable residence visa granted to investors who meet the property threshold. It carries no path to UAE citizenship: the UAE grants citizenship by descent, and naturalisation through investment is not available.

There is also a shorter-format UAE investor visa (two years, renewable) for property owners in Dubai who do not meet the 10-year threshold. These two UAE routes are legally distinct and should not be confused.

Investment Options

Portugal ARI

Real estate investment was removed from the Portuguese ARI in October 2023. The routes available for new applications today are:

  • Fund subscriptiona subscription to a Portuguese investment fund registered with the CMVM, with an allocation to non-real-estate sectors. The qualifying amount is subject to a legal hold; contact My Golden Visa lawyers for current figures.
  • Cultural heritage donation — a donation to Portuguese cultural heritage projects. Qualifying amount under legal hold.
  • Scientific research — a capital transfer to Portuguese scientific or technological research activities.
  • Business creation with job creation — establishing or reinforcing a company that creates at least five permanent jobs for Portuguese nationals.
  • Job creation alone — creating at least ten permanent jobs.

For most investors, the fund subscription is the most straightforward route, but it involves investment risk; the fund's returns are not guaranteed and the capital is subject to market conditions.

UAE 10-Year Golden Visa

The property route requires a minimum paid property value of AED 2,000,000 (net of VAT). Both ready-to-move-in properties and off-plan properties qualify, provided the minimum AED 2,000,000 has been paid at the time of application. Mortgaged properties require a No Objection Certificate from the lender and evidence that the required threshold has been paid.

UAE 2-Year Investor Visa (Dubai Only)

For Dubai freehold residential properties (not DIFC, not commercial, not off-plan), a sole owner has no minimum value threshold as of April 2026, following the removal of the AED 750,000 floor. Joint owners each require a paid share of at least AED 400,000. This is a Dubai-specific, ready-to-move-in residential route only.

Physical Presence

This is the sharpest practical difference between the two programmes.

Portugal ARI requires a minimum of seven days of physical presence in Portugal per year (averaged over the five-year permit cycle). It does not require you to live in Portugal, pay Portuguese income tax, or change your tax residence. You can hold the permit while continuing to live elsewhere.

UAE Golden Visa carries no enforced minimum stay requirement. You must visit at least once or twice a year to keep the visa active in practice, but there is no statutory annual minimum. The UAE does not require you to become a tax resident, though spending 183 or more days per year there will trigger UAE domestic tax residency rules.

For investors who want to keep their current home country and simply hold a backup residency, Portugal's seven-day minimum is workable. For investors who are genuinely relocating, the UAE has no friction on the presence side.

Processing Timelines

Portugal ARI: After submission to AIMA (the successor to SEF), initial pre-approval typically runs four to six months, followed by biometrics in Portugal and issuance of the two-year residence card. Investors should plan for twelve to eighteen months from initial application to a card in hand, though individual cases vary.

UAE Golden Visa (10-year): Processing typically runs two to four weeks once documents are submitted. Government fees are fixed (approximately AED 9,734.75 for the primary applicant on the 10-year visa; approximately AED 5,399.75 per family member).

If processing speed is material to your planning, the UAE is faster by a considerable margin.

Family Rights

Portugal ARI allows you to include a spouse, dependent children (including over-18 if still in full-time education), and dependent parents of either the investor or the investor's spouse. All included family members receive the same residence card and the same path to permanent residency after five years.

UAE Golden Visa (10-year) allows you to sponsor a spouse, children (boys under 18; girls of any age until marriage; children with disabilities of any age), and domestic workers. Parents are not automatically included.

Both programmes allow school enrolment for children. Portugal, as an EU member state, gives children access to the Portuguese education system and EU student mobility rights.

The Citizenship Question

This is where the two programmes diverge most sharply.

Portugal: After five years of legal residence, ARI holders may apply for Portuguese permanent residency. Citizenship is a separate naturalisation process. Under Lei Organica n. 1/2026, which entered into force on 19 May 2026, the qualifying residence period for naturalisation applications filed from that date is:

  • 7 years for CPLP nationals and EU citizens (CPLP: Angola, Brazil, Cape Verde, Equatorial Guinea, Guinea-Bissau, Mozambique, Sao Tome and Principe, Timor-Leste)
  • 10 years for all other nationalities

Applications filed at IRN on or before 18 May 2026 fall under the prior five-year rule. If your nationality procedure was not pending before that date, the five-year route does not apply.

Naturalisation also requires demonstrated knowledge of the Portuguese language, culture and history, and a clean criminal record.

UAE: There is no route to UAE citizenship through the Golden Visa. UAE citizenship is by descent. Very limited discretionary naturalisation exists, but it is not connected to any investment programme and is not available to general applicants.

If an EU or Schengen passport is a central goal, Portugal is the only one of the two countries that can deliver it, subject to the residence and naturalisation requirements above. If citizenship is not a priority, this distinction is less relevant.

Portugal

NHR (Non-Habitual Resident) closed to new entrants on 31 December 2023. It is not available to new Golden Visa investors.

The successor scheme, IFICI (Incentivo Fiscal a Investigacao Cientifica e Inovacao), has seven activity-based eligibility routes under EBF Article 58-A. It is not automatic and it is not granted by holding an ARI permit. Golden Visa status does not confer IFICI eligibility. You must become a Portuguese tax resident first (spending 183 or more days per year or establishing your habitual residence in Portugal), then apply for IFICI by 31 March of the following year.

For most ARI investors who remain non-resident in Portugal, Portuguese income tax is not a primary concern. If you relocate and become tax-resident, IFICI eligibility depends on your professional activity, not your investment status.

UAE

The UAE has no personal income tax on employment or investment income. There is a 9% corporate tax applicable to businesses above a certain profit threshold, and VAT at 5%. For investors who relocate to the UAE and spend 183 or more days per year there, UAE tax residence can reduce or eliminate income tax exposure, subject to your home country's exit taxation rules and applicable tax treaties.

The UAE's tax environment is the strongest argument for the programme if you are genuinely relocating. For investors who stay in their current home country and just want a backup visa, the tax difference is largely notional.

Costs and Government Fees

Portugal ARI

The qualifying investment cost (fund subscription or other route) carries no fixed published figure due to an active legal hold. Contact My Golden Visa for verified current figures. Additional costs include:

  • Application and due diligence fees
  • Legal representation (effectively mandatory for most routes)
  • Annual fund management fees (for the fund route, typically 1 to 2 per cent per annum on invested capital)
  • Biometrics appointment in Portugal (you must travel at least once)

UAE Golden Visa

Government processing fees are documented and fixed:

  • Primary applicant (10-year): approximately AED 9,734.75
  • Family member (10-year): approximately AED 5,399.75
  • Primary applicant (2-year investor visa): approximately AED 9,953
  • Spouse (2-year): approximately AED 6,832.25
  • Children under 18 (2-year): approximately AED 6,132.25

The property itself is the primary capital outlay (AED 2,000,000 minimum for the 10-year route; no floor for sole Dubai property owners on the 2-year route as of April 2026).

Which Programme Fits Which Investor

Portugal is likely the better fit if:

  • An EU passport is a realistic long-term goal (accepting the seven or ten-year naturalisation timeline)
  • You need Schengen area travel without a visa
  • You want EU permanent residency rights within five years
  • You are a Brazilian, Angolan, or other CPLP national, where the seven-year naturalisation timeline applies
  • You want a low-physical-presence EU residency without fully relocating

UAE is likely the better fit if:

  • You are genuinely relocating and want long-term visa security
  • You own or plan to purchase UAE property and want residency to follow from that
  • Processing speed matters (weeks, not months)
  • You want a tax-efficient base for international business
  • Citizenship is not a goal

Neither programme is a straightforward fit if:

  • You want citizenship quickly: Portugal now requires seven to ten years; the UAE does not offer it through investment at all
  • You expect a European passport within three to five years: for non-CPLP, non-EU nationals, the minimum is now ten years of residence under the 2026 law

Risks and Limitations

Portugal ARI risks:

  • AIMA processing backlogs have historically been significant; timelines can stretch beyond initial estimates
  • Fund investments carry market risk; capital is not guaranteed
  • The naturalisation timeline increased for most nationalities with the May 2026 law; investors who have not yet filed now face longer horizons
  • The programme has changed multiple times in recent years; further legislative change is possible
  • Tax residency in Portugal activates local income tax; without IFICI eligibility, rates are progressive up to 48 per cent

UAE Golden Visa risks:

  • No path to citizenship: investors who later prioritise a second passport will need a separate programme
  • Property market risk: the AED 2,000,000 threshold applies at renewal; a significant decline in property value may affect eligibility
  • The 2-year visa requires renewal every two years; each renewal is subject to conditions in force at the time
  • UAE residency alone does not address travel-freedom issues for passport holders from countries with restricted mobility
